Allview 4City: the Romanian electric city car you can drive from age 16
A close look at the Allview 4City, a four-seat electric quadricycle for B1 licence holders: 15 kW, 90 km/h, a 16.2 kWh battery and up to 205 km in town.

The "Mașina Timpului" channel has covered plenty of powerful EVs, from XPENG to MG. This time Andrei picked a car built for people who are just starting to drive: the Allview 4City, a small Romanian electric city car with four seats and four doors that can be driven from age 16 with a B1 licence. He found it at the motor show at Palas and took a detailed look at the exterior, the cabin and the charging port.
What the Allview 4City is
Technically, the 4City is an L7e quadricycle rather than a regular passenger car, and that is exactly what makes it accessible to teenagers: in Romania the B1 licence is available from 16. According to "Allview Auto", it uses a 15 kW (about 20 hp) electric motor on the rear axle, and top speed is limited to 90 km/h. The body is a steel "cage" structure with 67% high-strength steel, and the safety kit includes two front airbags, ESC with ABS and traction control, Hill Assist and AutoHold with an electric parking brake.
Room for four and a boot for the weekly shop
The first pleasant surprise was the boot: big enough for city shopping, and the rear bench folds when you need more space. The rear floor is almost flat, Andrei sat comfortably as an adult, and there are ISOFIX points for child seats. The doors also close with a solid, reassuring sound that he did not expect in this class.

A cabin better equipped than you might expect
Up front there is a 10.33-inch colour touchscreen with Apple CarPlay and Android Auto, steering-wheel controls and very light power steering. The car on display also had the optional centre console with wireless phone charging, a sliding armrest, cup holders, USB-C and USB sockets and a 12 V outlet. The standard equipment listed by the maker also covers air conditioning, keyless entry, 360° cameras with rear parking sensors and LED headlights. All windows, rear ones included, drop fully.

Battery, range and charging
The base version uses a 16.2 kWh battery, for which "Allview Auto" quotes up to 205 km in the city. On the display car, the dashboard showed 86 km left at 43%, which works out to roughly 200 km on a full charge, very close to the official figure. A 25 kWh battery option with up to 300 km of urban range is also planned.
The charging port sits at the front. For fast charging, Allview offers an optional adapter that takes the battery from 30% to 80% in about 30 minutes (45 minutes for the larger pack). Andrei will check the exact AC charging power in his detailed test.

Price and warranty
The official price starts at €12,890 before VAT, about €15,600 including Romanian VAT. In the video Andrei rounds it to around €16,000, the price of the better-equipped car on show. For private buyers, "Allview Auto" gives 24 months or 100,000 km of vehicle warranty and 48 months or 100,000 km for the high-voltage battery. Andrei also read out the terms for wear parts, such as 6 months or 5,000 km for tyres.
What it means for drivers
- For 16- to 18-year-olds it is a real path to independent mobility, and the 90 km/h limit is reassuring for parents too.
- In town you get four proper seats, ISOFIX, air conditioning and CarPlay/Android Auto for less than many small EVs cost.
- Around 200 km of range covers a week of urban commuting for many drivers, with overnight charging at home.
- A city test is coming: Andrei plans to keep the car for two or three days to measure real consumption and see how it handles traffic. Subscribe to the channel so you don't miss it.
